Digital Childhood: Meta verdict emphasizes need for media literacy, renewed care in technology advancement

Most view the recent settlement with social media behemoth Meta as a platform safety or financial penalty story, but perhaps we should also see it more for how its primary platforms – Facebook and Instagram – function, provides attention, delivers trust (or doesn't), influences behavior and interpersonal relationships, and provides an understanding of events among some of the most vulnerable: Our kids.
For media-literacy programs and organizations like The Integrity Project, the verdict offers a timely case study in information framing, delivery systems, incentives and potential detrimental impacts. It shows the way institutions, companies, special interests, traditional media and online users use the platforms to define topics or issues which through algorithms determine what audiences notice, whom to blame for challenges or problems, and what solutions seem possible.
Context and Business Practices
When Meta reached a proposed nationwide settlement with a coalition of state attorneys general over allegations that Facebook and Instagram were designed in ways that encouraged compulsive use among young people, it also showed us that Meta misled users and the public about associated risks. Subject to court approval, the settlement provides for payments of up to roughly $17–18 billion over 10 years and requires major changes affecting teen users, including default daily limits, overnight restrictions, enhanced age-assurance measures, parental tools, limits on certain notifications, and an independent compliance auditor.
At the crux of the allegations was that Meta did not merely host kids’ activity online—it allegedly designed Facebook and Instagram to maximize young users’ engagement despite knowing that certain features could worsen risks to their sleep, mental health, safety, and ability to disengage. States showed that Meta misrepresented the harms of the design choices the company made, and the company settled without admitting fault. Says plenty, right?
The settlement shifts the conversation away from the assumption that online harm is solely an individual user’s fault. Young people are often told to “use social media responsibly,” verify sources, limit screen time, and resist peer pressure. Those are useful habits, but the case against Meta foregrounded a different question: How did the design of the platform itself encourage engagement, data collection, social comparison, and repeated return visits? The allegation was not merely that teenagers made bad choices online; it was that a powerful communication system was built to make certain choices more likely.
Additionally, the settlement shows that children are not simply smaller versions of adult users. They may have less experience recognizing persuasive design, regulating impulse-driven use, managing social pressure, or separating online feedback from self-worth. That makes design choices such as late-night alerts, highly visible popularity metrics, and frictionless infinite scrolling especially consequential.
The lawsuit focused on age assurance — the ability to determine whether an account holder is actually old enough to use a service or view age-restricted material. Regulators alleged that Meta needed more effective processes to identify young users, prevent under-13 accounts, and provide stronger age-appropriate settings and protections.
Those distinctions have direct relevance to our interest – the public's interest – in misinformation. Misinformation does not spread only because some people are careless or uninformed. It can also thrive because platform systems reward emotional, novel, polarizing, identity-affirming, or highly shareable material. A media-literacy program that teaches only fact-checking may help students assess individual claims, yet miss the deeper issue: Why particular claims reached them repeatedly, why they appeared credible, and why a platform may amplify them.
Misinformation Framing
The interpretive lens through which a person understands an issue comes from certain feature within an issue and the downplay of others. The chosen frame of an issue, event or piece of data significantly affects policy, education, and the emotional response.
Misinformation may be deployed in deceptive way because audiences lack knowledge, critical-thinking skills, or scientific literacy. This model leads naturally to educational solutions such as source evaluation, fact checking, and lessons on distinguishing news from opinion. These are important components of media literacy, but the frame can become overly individualizing. It may imply that if people are deceived, they simply failed to think carefully enough.
Another framing is the bad-actor frame. In this case, misinformation is mainly the work of malicious individuals, foreign influence operations, partisan organizations, scammers, or conspiracy entrepreneurs. This perspective accurately identifies deliberate deception and is especially useful for teaching students about impersonation, manipulated media, coordinated influence campaigns, and financial fraud. Its limitation is that it can understate the platform conditions that allow deceptive material to travel farther and faster.
A third frame is the systems-and-incentives frame. This is the frame most strongly connected to the Meta settlement. It asks how recommendation systems, engagement metrics, advertising models, algorithmic ranking, design features, and data practices shape the information people encounter. Under this frame, misinformation is neither exclusively a user failure nor exclusively a problem of individual liars. It is also a predictable outcome of a communication ecosystem whose incentives may privilege attention over accuracy.
The settlement can therefore be used to show students that platform design is not neutral. Features such as endless feeds, visible likes, push notifications, personalized recommendations, and frictionless sharing are choices. They are not inevitable features of digital life. When a company changes a feature after regulatory action, that change is evidence that design affects behavior and that alternative designs are possible. Meta’s proposed teen safeguards—including default time limits, overnight blocks, and changes to notifications and social feedback—make that principle concrete.
A More Complete Media Literacy Model
Future programming should retain traditional misinformation skills but embed them within a broader account of power, incentives, and design. The goal should not be to make students permanently suspicious of everything online. Instead, programs should help them become deliberate, informed participants who can assess information while recognizing how their attention is being managed.
A strong program could organize learning around four connected questions:
• What is the claim? Students should identify the central assertion, separate factual statements from opinions, locate the original source, and look for corroborating evidence.
• Who benefits from attention? Students should ask whether content seeks advertising revenue, political influence, followers, data, donations, outrage, or social status.
• Why am I seeing this now? This shifts analysis from the post itself to recommendation systems, social networks, prior engagement, trending topics, and targeted advertising.
• What design choices affect my response? Students should consider autoplay, notifications, counts of likes or shares, personalization, prompts to repost, and emotionally charged visual formats.
One lesson might present students with a viral but misleading health post. A conventional activity would ask them to check the author’s credentials and find reliable medical sources. An expanded activity would also ask why the post’s video format, emotional anecdote, alarming headline, and invitation to “share before it is deleted” may increase circulation. Students could then compare that post with a calmer, well-sourced public-health explanation and discuss why accuracy alone does not guarantee visibility.
This approach also avoids treating media literacy as merely defensive. Students should learn how to communicate responsibly themselves: How to add context before reposting, label uncertainty, avoid spreading unverified content even to criticize it, and create messages that are accurate without being needlessly sensational. Media literacy becomes civic practice rather than a one-time checklist.
Programming Priorities
The settlement’s financial dimension also creates a practical opening. State officials have said settlement funds may support youth mental-health services, education, phone-free classroom initiatives, after-school or summer programs, and digital-literacy counselors. Media-literacy advocates should make a clear case that such funding can support sustained, evidence-based programming rather than isolated assemblies or one-off online-safety presentations. Formats from around the world – Iceland, Finland, Estonia, others – have successfully fended off foreign propaganda programs. The Integrity Project has reported extensively on this.
Several design principles should guide that work:
• Use repeated instruction. A 2024 meta-analysis of 49 experiments involving 81,155 participants found that media-literacy interventions improved resilience to misinformation overall; programs delivered over multiple sessions were more effective than single-session interventions.
• Connect misinformation to well-being. Young people’s information choices are often shaped by stress, belonging, fear of missing out, identity, and social pressure. Teaching verification without discussing attention, emotion, and mental health leaves out key conditions under which misinformation spreads.
• Teach platform literacy. Students should understand that feeds are curated environments, not neutral windows onto public opinion. They need vocabulary for algorithms, engagement optimization, recommender systems, data collection, targeted ads, and content moderation.
• Include adults. Parents, educators, librarians, youth workers, and school leaders need training too. Otherwise, young people may receive sophisticated lessons at school while adults around them repeat simplistic messages about “screen time” or viral claims.
• Protect civil liberties. Programs should distinguish media literacy from censorship. The purpose is not to compel students to adopt one political viewpoint, but to equip them to examine evidence, incentives, and persuasive tactics across ideological lines.
• Evaluate outcomes. Programs should measure more than whether students can define “misinformation.” Useful outcomes include better source selection, improved ability to distinguish strong from weak evidence, reduced willingness to share unverified claims, and greater awareness of platform influence.
The Larger Lesson
The Meta settlement should not be framed as proof that one company alone caused misinformation, youth distress, or public distrust. Those issues have many causes, and legal settlements do not resolve every empirical debate. Meta also did not admit wrongdoing simply by agreeing to settle. Still, the case offers a powerful educational insight: Digital harms arise from an interaction between individual choices and institutional design. Other platforms will no doubt also receive scrutiny.
That is the central lesson for future media literacy. Young people should be taught to pause before believing or sharing a claim, but they should also be taught to ask who designed the environment in which the claim appeared, what incentives shaped its distribution, and what alternatives could make the environment safer and more trustworthy. By combining verification skills with platform analysis, emotional awareness, and civic understanding, media-literacy programs can move beyond blaming users and better prepare people to participate in an information system that is both technologically sophisticated and socially consequential.
A WORD ABOUT SECTION 230
Section 230 of the Communications Act provides limited immunity from legal liability to social media platforms and users in the name of free speech. Any changes to 230 and its regulation require an act of Congress. We've discussed and debated 230 within The Integrity Project since our inception and see room for reforms with the Meta settlement.
The 1996 law was written for online bulletin boards and the sharing of ideas, “not trillion-dollar behavioral engineering machines,” as New York University economist Scott Galloway describes. Meta makes editorial decisions much like legacy media companies – what to display, rank, recommend, monetize, etc. – yet is shielded from liability when the underlying material is created by someone else.
Whether that distinction still makes sense for today’s algorithmic platforms is the central policy dispute.
We contend Meta is a publisher in the traditional sense and should be held to the same standards. When a company like the New York Times, NBC News or National Public Radio distributes information, it has been vetted by editors and fact-checkers in a good-faith attempt at accuracy, scrutinized by attorneys if needed. Because when they publish a falsehood or something inaccurate, they become libel and open to a lawsuit. If a mistake is unintended, they publish or announce a correction.
Perhaps a better social media framework, Galloway suggests, would be to keep immunity for third-party speech, but impose liability for algorithmic amplification. When Meta and the other platforms ended most fact-checking operations in 2024, it ended protections for all consumers, not just children, and further abscond any responsibility for distributing bogus information.
